Reserve Bank issues a list
The public holidays list is issued in advance by the Reserve Bank of India to avoid any trouble for customers and staff. According to the RBI website, these holidays would not affect banks nationwide if they follow the state.

Why are there public holidays?
January 23rd is the birth anniversary of Netaji Subhash Chandra Bose, which keeps Assam’s banks closed. In addition to this, January 25th is a public holiday due to Lord’s Day in Himachal Pradesh. At the same time, banks across the country are closed due to Republic Day on January 26th.
